This unit identifies the principles of state sector finance, identifies the conventions used and the legislative framework surrounding state sector finance. Students are asked to explain how state sector financial management system is applied in their own organisation.
Elements:
- Identifies the principles of the state sector financial management system.
Explains how state sector finance assists the Government to translate its strategy into action. Discusses how the system informs decision-making and accountability, and encourages a responsive and efficient public sector. Outlines the role of the Auditor General in relation to the financial management system.
- Identifies conventions relevant to the state sector financial management system.
Explores the structural conventions used in the state sector financial management system. Includes an explanation of the term GAAP and its relevance to the financial system.
- Identifies the legislative framework that supports the state sector financial management system.Explains the relationship between the state sector financial management system and the State Sector Act 1988 as well as the State Owned Enterprises Act.
- Requires students to identify key issues in the state sector financial management system related to a specific state sector organisation.
Describes the Public Finance Act and the Fiscal Responsibility Act in relation to their role in the financial management system.
