GRANT HODGSON

GRANT HODGSON is an educator and skilled process consultant with 35 years of teaching experience. He has over 25 years practical experience in facilitating the planning and implementation of large-scale public sector projects. These have included restructuring of public sector organisations, key public policy processes, and accompanying institutional strengthening processes and organisational culture change. He is expert in the design and delivery of cross-culturally appropriate, participatory group process methods for project design, implementation, and training. His interest has shifted during this career, from the planning process in general, including the minutiae of project timings and network logic, to the relationship between the business and government sectors of the economy and the process of formulation of policy directions. This includes the effectiveness and efficiency of taxation and Government spending allocations and mechanisms, and the people and performance management issues that underlie all of these higher-level issues.

As Principal/CEO of New Zealand School of Business & Government (previously Change Training), he has overseen the growth of a PTE registered by NZQA, and accredited and approved by NZQA, NZIM and Learning State, for the delivery of a widening range of undergraduate Certificate and Diploma programmes for domestic and International students. 

He believes that a structured approach to the training of Public Servants in their roles and responsibilities is an essential component of a healthy democracy.

He has also developed a wide range of research projects, short course and online training programmes, and continuing education seminars for the New Zealand Public Sector covering the areas of Policy Development, Machinery of Government, Economics, Accounting and Financial Management.

Projects have covered Human Resource Management, Public Administration Reform Design and Management, Public Expenditure Management, Budget Process, Public Accounting Systems, Legislative development, Public Enterprise Policy and Management, Institutional Strengthening, Capacity Building, Human Rights and Education Sector Strategies.

He has been lead project planner and adviser on the management of significant reforms and subsequent developments in the public sectors of the Cook Islands, Tonga, Sri Lanka, Kuwait, and New Zealand.

He has also organised and presented study tours for parties from Zambia, Malawi, Kuwait, Sri Lanka, Philippines, Vietnam, Gujarat (India), Kiribati, Fiji, and worked on projects for aid agencies such as ADB, World Bank, NZ Aid and UNDP in Sri Lanka, Kuwait, China, and the Pacific.

As Managing Partner of Change Consulting, he was responsible for the oversight of work of partners on a wide range of Public Sector projects in Tajikistan, Sri Lanka, Kuwait, Tonga, Cook Islands, Federated States of Micronesia, Republic of the Marshall Islands, People's Republic of China, Vanuatu, Fiji, Samoa, and New Zealand.
