About the course
This course is for Senior Policy Analysts and Managers in Central and Local Government, who wish to hone their leadership skills and broaden their experience in designing and implementing policy changes that will last, and continue to deliver effectively over time.
This course builds on recent New Zealand experience, while drawing key lessons from policy design and delivery internationally.
Why do some changes come unstuck?, or deliver surprising outcomes (or even no change at all)? How can you help deliver policy and change to increase its chances of gaining broad acceptance, and continue to deliver benefits over the longer term?
What are the key ingredients in building a high performing policy team?
The course explores the impacts of differing agency and sector situations and policy environments, identifying lessons which help to shape successful policy processes. What are the key shaping forces and how can they best be anticipated and harnessed?
While primarily looking at the process from a policy advisor’s viewpoint, it will also explore the views of ministers and external groups about what makes for good policy processes and outcomes. You will get feedback and insights from people with recent Ministerial experience, on how they view the policy process.
The day challenges participants to share issues and apply insights to the current issues they face. It assumes that participants have already mastered the basic tools of public policy analysis, and are ready to take those skills to a more strategic level.

Experienced policy analysts and Policy Managers with responsibility for direct advice to Ministers and Councils, or others who are seeking to significantly shape policy development and implementation programmes.

Upon completion of this course, attendees should be able to:
- Design good policy that delivers over the long haul.
- Be aware of the strengths and weakness of their agency in the policy design and implementation process.
- Identify the key features of good policy design and implementation that will strengthen the robustness of proposed policies and their implementation.
- Improve their understanding of the roles of all the main influencers in their area of policy change, and be able to shape those influences.
- Recognise the risks and impacts of the main environmental factors relevant to their policy area.
